Summary:
The villagers of the city La Paz are fed up with all the noise in their village, so they elect a new ultra strict mayor to get rid of the bothersome racket. The mayor enforces a no noise rule, but when the village becomes silent its citizens regret their decision. Finally, a courageous rooster rebels and refuses to stop singing no matter what the mayor does to try to stop it. The mayor is kicked out and the village becomes a happy, noisy place again.
